Adding and managing users (staff)

Who this is for

Agency administrators. Accounts must exist in Manage Users before staff log in or trainees are enrolled.

Open Manage Users

Admin → Manage Users — search, filter, and manage all agency accounts.

Add a user

  1. Add user
  2. Required: UsernameFirst nameLast nameEmail
  3. Access level — agency-wide role (see table)
  4. For FTO/Supervisor: check Training programs they work in
  5. Save → send Welcome email on their row for password setup

Access levels

Level Use
Agency Admin Full administration
Supervisor Approvals, oversight, reports
FTO DORs, checklists, objectives
Trainee Trainee portal — still must enroll on Trainees
No login Block access without deleting account

Program roles

  • Manage Users — access level + Training programs checkboxes (Active Trainee scope)
  • Program → Staff tab — FTO, supervisor, or program admin per program

Cannot be active trainee and active FTO/supervisor in the same program.

Welcome email

Row action Welcome email — password-setup link. Requires valid email.

Edit users

Edit — update contact info, access level, programs, profile fields, photo.

Name lock: trainees on any DOR — only DORWORKS developers may change first/last name.

Bulk import

Bulk import — CSV columns: usernamefirstnamelastnameemailuserlevel .

Send Welcome email after import. Enroll trainees separately on Trainees.

New staff checklist

  1. Add user (FTO or Supervisor)
  2. Check training programs
  3. Welcome email
  4. Confirm Program → Staff if needed
